Item provenance
No verbatim NAEP items are shipped. Items enter the provenance ledger only after two independent operators confirm a matching SHA-256 content hash (two-operator chain of custody); unverified rows are excluded from form assembly. This deliverable builds the engine and ledger infrastructure only.
